What is the 2012 Census of Philippine Business and Industry (CPBI)?
The 2012 CPBI is one of the designated statistical activities undertaken by the National Statistics Office (NSO) which aims to collect and generate information on the performance, levels, structure and trends of economic activities of the formal sector in the entire country for reference year 2012. The 2012 CPBI is the 15th in the series of economic censuses conducted in the Philippines. The last economic census was the 2006 CPBI conducted in 2007.
What are the legal bases of the 2012 CPBI?
The NSO is mandated by Commonwealth Act No. 591 and Executive Order (EO) No. 121 (Reorganizing and Strengthening the Philippine Statistical System (PSS) and for Other Purposes), as the sole agency to undertake economic census, among others. Furthermore, EO No. 352 (Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and the Private Sector) provides for the conduct of CPBI.
What are the uses of 2012 CPBI?
The data collected from the CPBI will constitute bases upon which the government and the private sector can formulate policies and economic development plans. Specifically, the census results are used in:
- measuring and comparing national, regional and provincial economic growth;
- planning and policy formulation;
- determining performance and contribution of Micro, Small, Medium Enterprises or MSMEs;
- providing benchmark data on trade in services; and in
- market research, industry studies and other economic analysis.
What are the objectives of the 2012 CPBI?
- to collect information on the levels, structure and trends of economic activities of the formal sector of the economy; and
- to gather data on employment, compensation, income, expense, total assets, capital expenditures and inventories and produce indicators from these variables.
What are the Scope and Coverage of the 2012 CPBI?
The 2012 CPBI is a nationwide undertaking confined to the formal sector of the economy and as such excludes the informal sector. The 2012 CPBI covers both the establishments and enterprises engaged in the following economic activities as defined in the 2009 Philippine Standard Industrial Classification (PSIC):
- Agriculture, Forestry, and Fishing
- Mining and Quarrying
- Manufacturing
- Electricity, Gas, Steam, and Air Conditioning Supply
- Water Supply; Sewerage, Waste Management and Remediation Activities
- Construction
- Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles
- Transport and Storage
- Accommodation and Food Service Activities
- Information and Communication
- Financial and Insurance Activities
- Real Estate Activities
- Professional, Scientific and Technical Activities
- Administrative and Support Service Activities
- Education
- Human Health and Social Work Activities
- Arts, Entertainment, and Recreation
- Other Service Activities
What are the Specific Information Gathered in the 2012 CPBI?
Establishments and enterprises are asked to provide information on the following major items:
- name and address
- economic activity
- year started operation
- capital participation
- employment by sex and R&D personnel
- compensation
- income
- subsidies received
- expense
- e-commerce transactions
- capital expenditures
- total assets
- inventories
The individual responses are aggregated into statistical tables that serve as a quantitative portrait of sectoral structures and trends at the national and regional levels.
What is the Reference Period of the 2012 CPBI?
In general, all information collected in the 2012 CPBI refer to calendar year 2012. If the establishment or enterprise uses fiscal year other than January to December 2012, this is acceptable provided previous years’ annual reports used the same period of reporting.
However, to facilitate its accomplishment, employment data collected is as of November 15, 2012.
What is the Sampling Design of the 2012 CPBI?
The 2012 CPBI uses a stratified systematic sampling design. In this design, all establishments are grouped into homogeneous subgroups (industry, province, and employment size), called strata. Independent samples of establishments are selected in each subgroup such that each establishment has a known probability of selection. The design ensures representativeness and reliability of the estimates.
What is the Manner of Data Collection for the 2012 CPBI?
The information will be collected using eight types of questionnaires. Seven of these questionnaires will capture data for establishments in specific industries and one questionnaire, for enterprises.
- CPBI Form 1 - Agriculture, Forestry and Fishing
- CPBI Form 2 - Mining and Quarrying; Manufacturing
- CPBI Form 3 - Electricity, Gas, Steam and Air-conditioning Supply; and Water Supply; Sewerage, Waste Management and Remediation Activities
- CPBI Form 4 - Construction
- CPBI Form 5 - Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles
- CPBI Form 6 - Financial and Insurance Activities
- CPBI Form 7 - Business and Services
- CPBI Form 8 - Enterprise Questionnaire
Agricultural and fishing establishments will also accomplish rider questionnaires for the 2012 Census of Agriculture and Fisheries on Crop Farming, Livestock and Poultry Raising, Aquaculture and Fishing.
The questionnaires will be delivered personally to sample establishments and enterprises by the NSO field men during the period April 1 – 30, 2013. Collection of the questionnaires will start ten days after the distribution.
Establishments and enterprises can also respond thru web-based questionnaire at www.census.gov.ph/itsd.
What is the assurance of the respondents that the information provided to NSO will not be used against them in lawsuits or for other purposes?
Respondents are assured by Section 4 of Commonwealth Act No. 591 that all information provided are kept STRICTLY CONFIDENTIAL and shall not be used as evidence in court for purposes of taxation, regulation or investigation; nor shall such data or information be divulged to any person except authorized employees of the NSO, acting in the performance of their duties; nor shall data be published except in the form of summaries or statistical tables in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear.
When will the 2012 CPBI Results be Available? What is the mode of Data Dissemination?
Preliminary and final tables produced from the census shall be presented by sector at the national and regional level. Special Release for all establishments will be released anytime from April to June 2014. Special Release for the final results will be from August to October 2014. These Special Releases will be posted on the NSO website for quick viewing and retrieval by stakeholders.
National data dissemination seminars on the preliminary and final results are planned to be conducted in June 2014 and November 2014, respectively. Regional data dissemination seminars will be conducted from December 2014 to January 2015.
