The National Statistics Office-Office of the Civil Registrar General (NSO-OCRG) shall once again spearhead this year’ celebration of the Civil Registration Month with the theme "Bagong Sigla sa Bagong Siglo sa Pagtatalang Sibil" (Renewed Energy for the New Century for Civil Registration). Expected to join the celebration are local civil registry offices all over the country in collaboration with the NSO regional and provincial offices.
The declaration of the month of February of every year as the Civil Registration Month was issued by the then President Corazon Aquino through Proclamation No. 682 issued on January 28, 1991. It aims to "remind the citizenry of their duty to register acts and events concerning status of persons, and enhance nationwide awareness and appreciation of the legal, administrative and statistical values of civil registry documents." Likewise, it seeks to "underscore the necessity for Congress to provide adequate funds for enforcement and administration of laws on civil registration."
The Civil Registry Law of the Philippines or Act No. 3753 was passed on November 26, 1930 but took effect only on February 27, 1931. However, events in Philippine history reveal that several efforts towards registration of vital events are already evident as early as the Spanish Period. Furthermore, initial efforts towards the institutionalization of civil registration can be considered as old as the nation’s declaration of independence when the then President Emilio Aguinaldo issued on June 18, 1898 a decree that provided for "the election of Delegate of Justice and Civil Registration" that shall provide assistance to the town chief in the initiation of court proceedings and the preparation of the record book of births, deaths and marriages including the census.
According to Civil Registration Operations Division Chief Lourdes Hufana, a thanksgiving mass shall be held at the NSO-EDSA on February 4, 2000. A marathon and a civil registration quiz to be participated in by representatives of the Metro Manila Civil Registrars Association, Inc. and employees of the NSO-National Capital Region and Civil Registry Department shall likewise be conducted as part of the month-long celebration.
