PRIVATE BUILDING CONSTRUCTION STATISTICS
FOURTH QUARTER 2006

    Total number of approved building permits went down by 1.8 percent

  1. The total number of approved building permits during the fourth quarter of 2006 reached 24,330, representing a decrease of 1.8 percent from the 24,777 approved building permits recorded during the same period of 2005.

  2. Approved building permits for residential building construction dropped by 1.8 percent to 16,096 from 16,383 during the same period of 2005.

  3. Those for non-residential building construction, on the other hand, jumped by 37.4 percent to 4,380 approved building permits from 3,187 during the same period of 2005.

  4. Combined approved building permits for additions, alterations and repairs likewise decreased by 26.0 percent to 3,854 from 5,207 approved building permits. Figure 1 compares the number of approved building permits by type for the fourth quarters of 2006 and 2005.

  5. Five geographic areas recorded approved building permits exceeding a thousand mark. NCR-2nd District (Quezon City), with 2,486 approved building permits, ranked highest among these areas. This was followed by NCR-4th District (2,447), Laguna (2,306), Cavite (2,296) and Cebu (1,798). NCR-4th District is comprised of City of Las Pinas, City of Makati, City of Muntinlupa, City of Paranaque, Pasay City, Pateros and Taguig. Figure 2 displays the regional distribution of approved building permits for the fourth quarter of 2006.

    Value of construction rises by only 2.8 percent

  6. Aggregate value of construction during the fourth quarter of 2006 went up slightly by 2.8 percent to P26.2 billion compared to P25.4 billion recorded during the same period of 2005.

  7. Value of construction for residential building, however, went down by 11.6 percent to P12.6 billion from P14.3 billion of the same quarter of 2005.

  8. On the other hand, value of construction for non-residential buildings jumped by 25.2 percent to P11.5 billion from P9.2 billion. Combined value for additions, alterations and repairs, likewise, increased by 2.8 percent to P2.0 billion from P1.9 billion during the same period of 2005. Figure 3 compares the aggregate value of construction by type of building for the fourth quarters of 2006 and 2005.


  9. Across the country, value of construction in the National Capital Region (NCR) consistently remained highest at P9.7 billion, accounting for 37.0 percent share to total value. CALABARZON, Central Visayas and Central Luzon ranked second, third and fourth in terms of share to the total value of construction with 25.5 percent (P6.7 billion), 8.7 percent (P2.3 billion) and 7.4 percent (P1.9 billion), respectively.

  10. Average cost per square meter of residential building construction is P6,837

  11. Construction value for residential buildings was estimated at P12.6 billion with a total floor area of 1.8 million square meters, translating to an average cost of P6,837 per square meter.

  12. Bulk of residential building construction was for single type units as this consisted of 13,059 approved building permits or 81.1 percent of total. This type had a total floor area of 1.6 million square meters valued at P10.0 billion. Approved building permits for apartment/accessoria ranked second with 2,300 applications with total floor area of 169.1 thousand and valued at P1.5 billion. Figure 4 compares the number and value of residential building construction by type during the fourth quarter of 2006.

  13. Average cost per square meter of non-residential building construction is P8,104

  14. Aggregate value of non-residential building construction during the fourth quarter of 2006 amounted to P11.5 billion with a total floor area of 1.4 million square meters. The average cost of P8,104 per square meter reflected a 23.9 percent increase compared to P6,542 recorded during the same period of 2005.

  15. More than three-quarters or 77.1 percent of total approved building permits for non-residential construction was for commercial buildings. This type of construction accounted for 3,378 approved building permits covering a floor area of 942.6 thousand square meters and estimated value of P7.7 billion. Institutional building construction ranked a far second with 416 approved building permits and floor area of 233.9 thousand square meters. Both industrial and other non-residential construction recorded 257 approved building permits. The least number of approved building permits was for agricultural type with 72 and valued at P75.6 million. Figure 5 shows the number and value of non-residential building construction by type during the fourth quarter of 2006.


EXPLANATORY NOTES

Scope and Coverage

Private construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all regions/provinces of the country.

For this publication, data for the provinces of Apayao, Zamboanga Sibugay, Misamis Occidental, Maguindanao (except Cotabato City), Sulu and Tawi-Tawi are not included in the tabulation as the documents were not received during the deadline. However, these are to be included in the annual tabulation.

Source of Information

Data are taken from the original application forms of approved building permits collected by NSO field personnel from Local Building Officials nationwide.
 

Limitations:

  1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.

  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
     

Policy on Revisions

This Special Release presents preliminary quarterly data on construction from approved building permits received from Local Government Units (LGUs) all over the country 90 days after each reference quarter.

Revisions to the preliminary figures are reflected in an Annual Tabulation made in September of the succeeding year. Included in the revisions are building permits received after the cut-off period for tabulation of data.

Definition of Terms:

Building Permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).

Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.

Residential Building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.

Single House - A complete structure intended for a single family.

Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.

Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.

Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.

Residential Condominium - A structure, usually of several storeys, consisting of multiple dwelling units.

Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.

Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.

Additions/Alterations and Repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.

Demolitions - The systematic dismantling or destruction of a building/structure or in part.

Street Furniture - These are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor Area of Building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total Value of Construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
