            1998 APIS Provincial Ranking for Selected Poverty Indicators of the Bottom 40%.
        2)  The provinces are arranged based on the percentage of families meeting a
            particular MBN indicator or poverty correlate from highest to lowest.  The
            province with the highest percentage of families meeting the MBN or were
            covered by the poverty correlate is ranked 1 and the province with the lowest
            percentage of families meeting the MBN or were covered by the poverty
            correlate is ranked 77.
        3)  Percent of families with access to safe drinking water is an indicator of
            SURVIVAL NEEDS.
