This bulletin serves as a guide on the regional Philippine Statistics Quiz (PSQ) organization and other matters relative to the conduct of the 2006 (15th) PSQ Regional Championships.
Regional PSQ Organization
An official PSQ Regional Steering Committee shall be formed in each of the 17 regions where the regional championships will be conducted. The Committee shall be chaired by the National Statistics Office and co-chaired by either the Philippine Statistical Association or the DOST Regional Director. Representatives from CHED, NEDA, DOLE, DepEd, POPCOM, BAS, RSCC, and from other government and private agencies in the region may be invited to be members of this Committee.
The PSQ Regional Steering Committee shall create sub-committees, as may be needed, and shall appoint a Board of Judges for the Regional Championships composed of at least three members. The number of Judges should be odd to allow for breaking ties. Members of the Board of Judges should not come from the academe. As much as possible, the Technical Committee representative to the regions should not be assigned as member of the Board of Judges.
Registration Procedures
All contestants and their coaches must register with the PSQ regional organization using the prescribed application form on or before the given regional deadline. The contestants should submit the following documents before the contest:
PSQ Information Sheet with 2 copies of 1x1 b & w photo;
Certification of enrollment as a college freshman in the first semester of school year 2006-2007;
Proof of enrollment for the second semester of SY 2006- 2007;
Official endorsement by an official of the academic institution where the contestant is enrolled; and
High School diploma
The PSQ Regional Steering Committee may require other documents from the contestants to ensure that he/she is qualified.
To reiterate, the PSQ is open to all Filipino first-time college freshmen currently enrolled in the second semester for the school year 2006-2007 in any recognized tertiary academic institution in the country. First-time college freshmen are those who have enrolled for not more than two semesters (or its equivalent term) in college.
Contest Day Procedures
All qualified/official contestants and their coaches must register prior to the official start of the contest program. Contestants and coaches will be issued official identification numbers for reference purposes. Only coaches who are properly registered will be allowed to make clarifications or raise questions during the contest proper.
The regional championships are designed to determine the 2006 PSQ Regional Champion for each of the 17 regions nationwide. The Regional Champion will be the region's representative to the PSQ National Finals to be held on December 5, 2006 in Metro Manila if he/she meets the cut-off cumulative score set forth in the Contest Mechanics.
Supplementary selection procedures for identifying regional contestants may be prescribed by the PSQ Regional Steering Committee. For example, provincial-level eliminations may be prescribed. If provincial eliminations will be conducted, the provincial winner(s) shall be deemed as the official contestant(s) to the regional finals.
Schedule of the Regional Championships
The 2006 PSQ regional championships will be held at the regional centers, designated by the PSQ Regional Steering Committee, on November 14, 2006, 1:30 P.M.
The regional championships shall follow the same procedures as the national finals. There will be three sequential rounds - first round, second round and championship round. The PSQ Technical Committee representatives to the regions will bring the questions and the contest mechanics and procedures during the regional championships. They are also required to bring back to Manila the information sheets and profile of the regional winners.
Contestants may use scientific calculators during the contest proper. These should be properly registered with the PSQ Regional Steering Committee prior to the start of the contest.
Logistics Support
The PSQ National Steering Committee shall provide medals for the Regional Champions. These medals will be awarded during the PSQ National Finals. The PSQ Regional Steering Committees are enjoined to exert efforts in raising funds for their respective regions.
