Procurement and Delivery of Registry System of Basic Sectors in Agriculture (RSBSA) Supplies
 

  1. The NATIONAL STATISTICS OFFICE (NSO) - Region III through the Notice of Cash Allocation (NCA) No. NCA-BMB-C-12-0001912 intends to apply the sum of EIGHT MILLION SIX HUNDRED FIFTEEN THOUSAND ONE HUNDRED FIFTEEN PESOS (Php 8,615,115.00) being the Approved Budget for the Contract (ABC) to payments for the hereunder project and the ABC distribution as follows:

  1. The National Statistics Office Region III now invites bids for Lots 1 to 4.  Complete delivery of the Goods should be within August 22 to September 05, 2012. Bidders should have completed, within the last five years from the date of submission and receipt of bids, a contract similar to the Project equivalent to at least twenty-five percent (25%) of the ABC per lot. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders.
     
  2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

  1. Bidders shall have the option of submitting a proposal on any lot or all lots. If the bidder opts to bid for two or more lots, only one eligibility requirements shall be submitted. Evaluation and award of contract will be undertaken on per lot basis. Bids received in excess of the ABC per lot shall be automatically rejected at bid opening.
     
  2. Interested bidders may obtain further information from the RBAC Secretariat at contact numbers, (045) 455-2515 /455-2651, inspect the Bidding Documents at the address given below from 9:00AM - 5:00PM.

A complete set of Bidding Documents may be purchased by interested Bidders on July 25- 31, 2012 from the address below and upon payment of a nonrefundable fee for the Bidding Documents as described in Section 1 of this ITB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

  1. The National Statistics Office Region III will hold a Pre-Bid Conference on July 30, 2012 at 9:30AM at the Conference Room Mezzanine, NSO Building Diosdado Macapagal Government Center, Barangay Maimpis, City of San Fernando, Pampanga, which shall be open only to all interested parties who have purchased the Bidding Documents.
     
  2. Bids must be delivered to the address below on August 13, 2012, 9:00AM to 10:00 AM.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on August 13, 2012, 10:30AM at Conference Room Mezzanine, NSO Building Diosdado Macapagal Government Center, Barangay Maimpis, City of San Fernando, Pampanga.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

  1. All particulars relative to Eligibility Requirements, Evaluation of Bids, Post-Qualification, and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Revised IRR.
     
  2. The National Statistics Office Region III reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
