1. Provides over-all direction in the formulation of plans and programs for the conduct of household-based censuses and surveys and the preparation of population and sectoral projections;
2. Coordinates with NSO Regional Offices and other organic units of the agency regarding the conduct of household-based censuses and surveys;
3. Monitors the implementation of the workplan and activities of the divisions in the department;
4. Provides directions in the design, construction and maintenance of sampling frames for household surveys;
5. Coordinates with various government and non-government agencies regarding the conduct of household-based surveys and censuses in order to:

• Identify data needs and gaps,
• Discuss plans and programs for the efficient conduct of household-based censuses and surveys,
• Review tabulation and processing specifications to ensure consistency and adherence to national policy and standard procedures but with due consideration to international comparability,
• Evaluate and assess censuses and surveys results and other indicators generated,
• Present censuses and survey results during data dissemination and/or data appreciation fora; and
• Formulate and standardize concepts and definitions, and also classifications (such as occupation and industry, and geographic subdivisions)

6. Coordinates with national and international agencies for the conduct of special surveys aimed at generating demographic, social and economic indicators for national and international policy formulation;
7. Provides technical assistance to NSO field offices, national and international agencies and other private institutions and individuals on matters related to household-based censuses and surveys and the indicators generated, and to the generation of population and sectoral projections;
8. Provides technical expertise in the setting of standards and classification systems to the Philippine Statistical System in the field of demographic, social, employment, income, agriculture, and fisheries statistics;
9. Reviews press releases, special releases, reports on the censuses, surveys and other projects prepared by the divisions in the department before these are published;
10. Performs other functions as maybe assigned from time to time.
