Statistical Sampling and Operations Division

  1. Prepares technical plans and programs for the construction and maintenance of statistical frames of establishments, enterprises and other economic units;
  2.  Constructs and maintains statistical frames of establishments, enterprises and other economic units for censuses and surveys and administrative reports-based data collection;
  3.  Coordinates with other organic units of the agency regarding the statistical frames of establishments, enterprises and other economic units; conduct of establishment and enterprise-based quarterly surveys; the use of standard units, data items and concepts, classification systems, and data collection methods for comparability over time;
  4. Develops the sampling design of establishment-based censuses and surveys, in coordination with the other organic units in the department;
  5.  Generates samples for the establishment-based censuses and surveys;
  6. Compiles, generates and analyzes economic profiles of micro, small and medium, and large establishments/ enterprises, etc.;
  7. Prepares various technical reports of statistics generated from statistical frames of establishments, enterprises and other economic units;
  8. Provides inputs and technical assistance on the following:
  • frame construction and maintenance
  • application of statistical frames for researches and studies
  • design of establishment and enterprise-based censuses and surveys.
  1. Coordinates with other government agencies, local government units and business associations, private institutions for the integration of business registers and directories, and the conduct of establishment and enterprise-based quarterly surveys;
  2. Conducts methodological researches on development and improvement of the:
  • probability and non-probability sampling design
  • economic indices and other indicators
  • sample designs and estimation procedures
  • edit and imputation
  • data capture and microdata-related issues as confidentiality and privacy
  • data collection methods that enhance quality of statistics
  • small area statistics
  • frame maintenance and content. 
  1. Collaborates with other organic units in the department, other national agencies, research institutions, academe and individual experts on the conduct of methodological researches;
  2. Performs other functions as may be assigned from time to time.
