What is the Census of Agriculture (CA)? |
It is a complete count of
all farms in the Philippines. It also gathers basic characteristics of each
farm such as size, location, tenurial status, source of irrigation, crops
planted, livestock/poultry raised, agricultural practices, etc.

What is the Census of Fisheries (CF)? |
It is a complete count of all fishing operators in the country. It gathers basic fishing operations such as type of fishing operation, fishing gears, fishing craft/vessel, type and size of aquafarm.

How many Census of Agriculture and Fisheries have been undertaken so far? |
The collection of data on agriculture and fisheries establishments was first included in the then known as Economic Census (EC) in 1903, 1918, 1939, and 1948. However, in 1960, the Census of Agriculture was undertaken separately from EC. Since 1970, and every ten years thereafter, the Census of Agriculture has been conducted together with the Census of Fisheries. These two census activities are collectively known as Census of Agriculture and Fisheries (CAF). The CAF 2002 will be the fifth of a series of decennial census on agriculture and the fourth on fisheries in the country.

When will the Census of Agriculture and Fisheries Conducted? |
The Census of Agriculture will be conducted on March 2003 while the Census of Fisheries will be conducted on September 2003.

What agency is responsible for the conduct of the Census of Agriculture and Fisheries? |
The National Statistics Office (NSO) is mandated by Commonwealth Act No. 591, Executive Order (EO) No. 121 and Batas Pambansa Blg. 72, as the sole agency to undertake the Census of Agriculture and Fisheries. Furthermore, EO No. 352 provides for the conduct of the CAF in 2002.

How essential is the Census of Agriculture and Fisheries to our national development? |
Agriculture remains to be the dominant sector of the
economy of the Philippines. It accounts for 18.79% of its gross domestic
product, providing employment to almost one-third of the total labor force,
and producing about 60 percent of its traditional export products. It is
important that up to date information is available on the sector to enable
those concerned to respond to the challenges and opportunities prevailing in
it.

How will the enumeration of farm and fishing operators be done? |
The gathering of agriculture and fisheries data shall be
performed by census enumerators through house-to-house visits and interview
of the operators about their farm and/or fishing operation.

What is the assurance of the public that the information given to Census Enumerators will not be used against them in lawsuits or for other purposes? |
Section 4 of CA No. 591 guarantees that any information obtained during the enumeration shall be held strictly confidential and that it must not be communicated to any other person except bonafide employees of the National Statistics Office.

When will the 2002 Census of Agriculture and Fisheries data be made available to the public? |
Preliminary results on the number of agricultural and fishing operators and the number of farms will be released in November 2003. The rest of the data will be released on a staggered basis in the following months. Provincial reports will be published starting July 2004. Census data will be made available in printed volumes, CD-ROMs and in the Web.

How can you be a partner to ensure the success of the Census of Agriculture and Fisheries? |
You or your organization can be a partner by
enhancing the level of receptiveness and cooperation of the people towards
the Census of Agriculture and Fisheries. Some activities which you can
undertake are:
Undertake publicity and information drive among members of your organization and partner agencies through announcements of the conduct of the CAF in organization-sponsored fora, etc.;

Provide facilities for the training of census supervisors/enumerators; |

Provide transport facilities in transporting census personnel and materials; |
|
|
Provide communication facilities for monitoring and reporting of census activities; |
|
|
Mobilize local leaders to explain the importance of the census and the need for the cooperation of the public; |

Encourage local business to put up billboards, streamers and posters; |

Enlist the cooperation of prospective respondents of the forthcoming Census of Agriculture and Fisheries; and |

|
Sponsor local census awareness events for farmers, fishermen and other persons engaged in agriculture and fisheries. |
