Requirements for Registration as Solemnizing Officer
New Applicant

Duly filled up application form (in duplicate), signed, subscribed and sworn to before a person authorized to administer oath with affixed documentary stamp.

ID picture 2 pcs. with size 2 x 2 taken not less than 3 months from the date of application.

A machine copy of appointment as head, founder, bishop, minister, priest of the religion or religious sect.

Appropriate Endorsement/Designation/Recommendation from authorized head of religious organizations to mention: the full name, nationality, complete address, location of the church or temple where the applicant regularly perform religious rites and indicate the extent of his territorial jurisdiction.

Certification of City/Municipal Mayor that the religious organization is of good repute and holding regular religious rites/gatherings at Sitio/Barangay or fixed place devoted actually, directly and exclusively for such rites and there is nothing in their principles and practices that is contrary to law, good customs and public policies.

In case the applicant is the Head Bishop/President/Founder of religious denomination, an endorsement or recommendation from the Board of Directors/Trustees or Church Council, and not by mere Secretary.

Brief history of the church or religious sect and list of 200 bona fide active members.

A certified faithful reproduction of Registration from Security Exchange Commission (S.E.C.) with Articles of Incorporation and By-Laws.

Foreigner applicants must attach their latest visa/immigration papers clearly specifying the duration of their stay in the Philippines.

Registration fee of Three Hundred Seventy Five Pesos
(PhP 375.00).

What you need to know about the renewal of Certificate of Registration of Authority to Solemnize
Marriage.(CRASM)
Renewal is the granting/ obtaining of an
extension of the authority to solemnize marriage to all bishops, heads, priests,
rabbis, imams, of religious ministers.
The CRASM is valid for three consecutive years and shall expire on the 31st day of December of the third year. Allsolemnizing officers must reniew their authority to solemnize marriage before the expiration date. Otherwise, the application will not be considered as a renewal but as a new application.
Effective January 2003, the NCR regional office shall accept only applications for renewal of the authority of Solemnizing Officers whose residential address or place of assignment is within Metro Manila. This includes sects of national coverage like Roman Catholic Church, Iglesia ni Cristo, Iglesia Filipina Independiente, Luzon Convention of Southern Baptist Churches, North Philippine Union Mission of Seventh Day Adventist, Proclaim Christ Until He Comes Fellowship,
Samahang Tagapalaganap ng mga Iglesia ni Kristo, Jesus is Lord Fellowship, Jesus is Alive Community, and Watch Tower Bible & Tract Society in the Philippines.
The requirements to be submitted are as follows:
A. Priest/ Ministers/ Pastor:

Duly accomplished application form (OCRG SO#1) in duplicate, signed, duly notarized and with affixed documentary stamp;

Two 2x2 pictures taken not less than 3 months from the date of filing ao application;

A machine copy of appointment as head/ founder/ bishop/ minister/ priest of religious sect;
-
Proper endorsement/ designation/ recommendation letter from the head of the religious sect indicating the full name, nationality, address, location of the church, temple or mosques where the applicant regularly performs the religious rites and extent of his teritorial jurisdiction;

In case the applicant is the head/ bishop/ president/ founder of the religious sect, an endorsement or recommendation from the Board of Trustees/ Directors or Church Council. If there is no Board of Trustees/ Directors, the applicant is required to submit a duly notarized Sworn Statement that he is the head/ bishop/ founder/ president of religion/ religious sect;

Machine copy of CRASM which is due for renewal; and
-
Renewal fee of One hundred fifty pesos (P150.00).
B. Imams:

Duly accomplished application form (OCRG SO#1) in duplicate, signed, duly notarized and with affixed documentary stamp:

Two 2x2 pictures taken not less than 3 months from the date of filing of application;

Certification letter from the Office of Muslim Affairs (OMA) certifying that the applicant is authorized to solemnize marriage;

Certification letter, from the City/ Municipal Mayor confirming the existence of the applicant's tribe in his/ her locality;
-
Machine copy of CRASM, Which is due for renewal; and
-
Renewal fee of One hundred fifty pesos (P150.00)
C. Tribal heads/ Chieftain:

Duly accomplished application form (OCRG SO#1) in duplicate, signed, duly notarized and with affixed documentary stamp:
-
Two 2x2 pictures taken not less than 3 months from the date of filing of application;

Certification letter from the National Commission for the Indegenous Peoples
(NICP) certifying that the applicant is authorized to solemnize marriage;
-
Certification letter, from the City/ Municipal Mayor confirming the existence of the applicant's tribe in his/ her locality;
-
Machine copy of CRASM, Which is due for renewal; and
-
Renewal fee of One hundred fifty pesos (P150.00)
General Procedure on the Renewal of CRASM
1.
Applicant fills up Application Form (AF).
2. Applicant submits the notarized and filled-up AF, as well as the other
necessary requirements to the Receiving Officer (RO).
3. If the AF is the notarized and completely filled up, and all the necessary
requirements are attached, RO verifies the record from the database. Otherwise,
RO instructs the applicant to complete entries in the AF and to attach all the
requirements.
4. If the applicant's record is found at the database, RO instructs the applicant to pay the corresponding amount of P150.00 as renewal fee to the Cashier's Office. Otherwise, RO informs the applicant to follow up at CRD. RO forwards the AF and the other requirements to CRD-
Solemnizing Unit.
5. Applicant submits the AF and all the other requirements, as well as the
official receipt to the RO. RO schedules the release of the document five (5)
working days after receipt.
