        Number of classrooms to be built . . . amount of investment needed for a target business . . . resource and employment opportunities to be generated . . . food supply required for the next year.  These are examples of the indicators that require population estimates periodically.  As a census is held only every five or ten years, population projections are utilized by planners, policy-makers and business managers as bases for preparing rational plans, public administration and identification of target markets.  Reliable population estimates are necessary to draw an accurate picture of the target populace.*
