  • Inflation for the bottom 30% income households at the national level picked up to 5.4 percent in the second quarter of 2011 from 4.6 percent in the first quarter of 2011. Higher quarterly average inflation recorded in all the commodity groups brought about the uptrend. The second quarter average inflation during the same period a year ago was 3.5 percent.

    • Likewise, inflation in NCR went up to 4.6 percent in the second quarter of 2011 from 4.0 percent in the first quarter of 2011. This was attributed to higher annual increments in food, beverages and tobacco (FBT), fuel, light and water (FLW), services and miscellaneous indices during the quarter.

    • Inflation in Areas Outside the National Capital Region (AONCR) rose to 5.4 percent in the second quarter of 2011 from 4.6 percent in the first quarter of 2011. This was due to the higher annual gains in all the commodity groups.

    • The quarter-to-quarter inflation for the bottom 30% income households in the Philippines decelerated to 1.3 percent in the second quarter of 2011 from 3.0 percent in the first quarter of 2011. Decreases in the prices of food items particularly vegetables, fruits, and sugar in selected regions were posted during the quarter. Slower quarterly price increases in most of the food items were noted during the period.

    • Inflation in NCR further advanced to 4.6 percent in the second quarter of 2011 from 4.0 percent in first quarter of 2011.

    • Inflation in AONCR accelerated to 5.4 percent during the quarter from 4.6 percent in the first quarter of 2011. Except MIMAROPA and Bicol, all the regions recorded higher inflation rates. The highest average inflation for the second quarter was in Northern Mindanao at 7.8 percent while the lowest was still in Ilocos at 3.8 percent.

    • At the national level, a higher year-on-year increase was noted in the FBT index at 5.3 percent in the second quarter 2011 from its last quarter rate of 4.7 percent; clothing, 2.5 percent from 2.0 percent; housing and repairs (H&R), 2.2 percent from 1.7 percent; FLW, 11.6 percent from 9.2 percent; services, 3.8 percent from 2.4 percent; and miscellaneous, 1.9 percent from 1.7 percent.

    • The inflation in the heavily weighted food alone index in the Philippines climbed to 5.3 percent during the quarter from 4.8 percent in the first quarter of 2011. Annual gain in rice index was higher at 2.8 percent in the second quarter of 2011 from 2.2 percent in first quarter of 2011; corn, 7.8 percent from 2.5 percent; cereal preparations, 5.8 percent from 4.4 percent; dairy products, 2.1 percent from 1.4 percent; eggs, 2.9 percent from 2.5 percent; and fish, 6.8 percent from 5.1 percent. A slower annual uptick was however posted in fruits and vegetables index at 7.8 percent from 8.8 percent and miscellaneous foods, 9.4 percent from 11.6 percent. The annual increment in the meat index remained at 1.0 percent.

    • In NCR, the annual movement in FBT index advanced to 3.7 percent in the second quarter of 2011 from 3.4 percent in the previous quarter; FLW, 11.7 percent from 9.9 percent; services, 4.2 percent from 2.1 percent; and miscellaneous, 1.1 percent from 0.9 percent. Annual inflation for H&R index was slower at 2.5 percent from 2.6 percent while that for clothing index remained its last quarter’s rate of 0.7 percent.

    • The annual hike for food alone index in NCR increased to 3.6 percent in the second quarter of the year from 3.3 percent in first quarter of 2011.

      Quarterly annual average gain in the rice index was higher at 2.2 percent from 0.1 percent; cereal preparations, 3.5 percent from 2.5 percent; dairy products, 1.7 percent from 0.9 percent; fish, 3.8 percent from 2.6 percent; and meat, 0.8 percent from -0.9 percent. The rest of the commodity groups recorded slower annual growths or retained their last quarter’s rate with the corn index posting a negative rate.

    • In AONCR, the annual growth in FBT index was higher at 5.3 percent in the second quarter of 2011 from 4.8 percent in the first quarter of 2011; clothing, 2.6 percent from 2.1 percent; H&R, 2.1 percent from 1.7 percent; FLW, 11.7 percent from 9.1 percent; services, 3.8 percent from 2.4 percent; and miscellaneous, 2.0 percent 1.6 percent.

    • The food alone index in AONCR picked up to 5.4 percent in the second quarter of 2011 from 4.8 percent in the first quarter of 2011.

      The annual change in the rice index was higher at 2.8 percent during the quarter from 2.3 percent in the first quarter of 2011. Eleven regions posted higher annual inflation with the biggest jump of 2.6 percentage points noticed in ARMM (3.1% from 0.5%).

      The annual rate of increase was also higher in corn index at 7.8 percent in the second quarter of 2011 from 2.5 percent in the previous quarter; cereal preparations, 5.9 percent from 4.4 percent; dairy products, 2.0 percent from 1.4 percent; eggs, 3.0 percent from 2.6 percent; fish, 6.8 percent from 5.1 percent; and meat, 1.1 percent from 1.0 percent. Slower rates were however recorded in the rest of the food groups.

    • Compared to a quarter ago level, the increment in consumer prices in NCR slowed down to 1.5 percent in the second quarter 2011 from its previous quarter growth of 2.0 percent. The FBT and H&R indices correspondingly eased to 0.3 percent and 0.4 percent from their previous quarter rates of 1.5 percent and 0.8 percent respectively. On the other hand, higher growth rates were posted by the indices of clothing at 0.4 percent from 0.1 percent; FLW, 7.7 percent from 6.2 percent; services, 2.2 percent from 1.3 percent; and miscellaneous, 0.6 percent from 0.3 percent.

    • Prices of consumer items in the bottom 30% group in AONCR went up at a slower rate of 1.3 percent in the second quarter of 2011 from 3.0 percent in the first quarter of 2011 due to lower upticks observed in the heavily weighted FBT and FLW commodity groups.

    • Lower quarterly growth rates were seen in all the regions. The biggest decrease of 3.1 percentage points (-0.4% from 2.7%) was seen in MIMAROPA.

    • Among the three big areas of the country, price upticks in consumer items on quarterly basis were slower in Luzon compared to Visayas and Mindanao areas.

    • By Commodity Group, Quarter-to-Quarter

    • On a quarterly basis, increases in the prices of items for this particular group of consumers in the Philippines decelerated to 1.3 percent in the second quarter of 2011 from 3.0 percent in the first quarter 2011 as the FBT and FLW groups posted lower quarterly growth rates.

    • The negative quarterly rates in the prices of vegetables such as potato, bitter gourd, stringbeans, eggplant and squash pulled down the corresponding fruits and vegetables index in the three areas: Philippines and AONCR -2.8 percent from their respective last quarter’s growths of 6.4 percent and 6.5 percent; and NCR, -6.7 percent from 2.2 percent. In addition, prices of selected in-season fruits such as mangoes, pineapple and papaya also generally went down during the quarter.

      The good production of eggs during the quarter resulted to its enough supply in the markets. Thus, the index of eggs in NCR dropped by -1.3 percent. The group’s index in the Philippines and AONCR moved up at a slower rate of 0.9 percent from 1.0 percent.

      The supply of marine and aquaculture fish species remained sufficient during the quarter. Moreover, the volume of deliveries of milkfish and tilapia in NCR markets dropped significantly as consumers refrained from buying them due to “fish kill” scare. This resulted to price reductions in selected fish species in the area. These factors pushed down the fish index in the three areas during the quarter: NCR, -1.4 percent from 4.1 percent, Philippines and AONCR, 1.5 percent from 5.1 percent.

      With lower quarterly growths in the prices of rice in eleven regions, the index of rice in the Philippines decelerated to 1.0 percent from 2.1 percent and in AONCR, 0.9 percent from 2.2 percent. The lowest quarterly rate of -0.7 percent was noted in MIMAROPA. The price hike in NFA rice in NCR resulted to a jump in its rice index during the quarter to 1.3 percent from -1.4 percent.

    • Higher prices of LPG, kerosene, firewood, charcoal and increased charges for electricity rates were registered in many regions including NCR. Thus, the FLW index in the three areas went up during the quarter: Philippines and AONCR to 4.5 percent from 5.3 percent and 5.2 percent, respectively, and in NCR, 7.7 percent from 6.2 percent.

    • The services index in the Philippines and AONCR climbed by 1.8 percent from 1.1 percent and 1.0 percent, respectively and in NCR, 2.2 percent from 1.3 percent. This was effected by the general upward adjustments in tuition fees, school supplies and textbooks. Upticks in the prices of gasoline and diesel and higher transport fares in selected regions including NCR were also noted during the quarter.

    • Add-ons in the prices for some items for household operations and personal care and effects raised the miscellaneous items index in the Philippines by 0.7 percent; NCR, 0.6 percent; and in AONCR, 0.8 percent.
