Provision of Security Services in NSO Region 3

1. The NATIONAL STATISTICS OFFICE (NSO), through the authorized appropriations for fiscal years (FY) 2013 (General Appropriations Act) intends to apply for eligibility and to bid through public bidding for the hereunder project:

   Name of the Project	Provision of Security Services
   Brief Description of the Project	Four security guards on a 12-hour shift duty from Monday to Friday, with two guards assigned during weekends and holidays on a 12-hour shift duty, to secure NSO III building and all the properties within the building premises, occupants and general public transacting business thereat; Four (4) licensed security guards with duly licensed service pistol, certificates of training from accredited training centers particularly on self-defense and first-aid applications.
   Contract Duration	May 01, 2013 to April 30, 2014
   ABC (one year only)	PhP 816,000.00
   Date of delivery	May 01, 2013

    

2. Bids received in excess of the ABC shall be automatically rejected at bid opening.
    
3. Prospective bidders should have at least five (5) years experience in undertaking frontline security services for the period 2008 to 2012. The Bidders should have had a single contract similar to the Project with an amount of at least 50% of the ABC. The description of an eligible Bidder is contained in Section II of the Bidding Documents, Instructions to Bidders (ITB).
    
4. Prospective Bidder must comply with Section 9 of DOLE Department Order No. 18-A, S.2011.
    
5. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of RA 9184, otherwise known as the "Government Procurement Reform Act". Bidding is open to all interested Bidders subject to the conditions for eligibility provided in the IRR of RA 9184.
    
6. Interested Bidders may obtain further information from the RBAC Secretariat at tel. no.(045) 455-2515 or (045)455-2552, inspect the Bidding Documents at NSO Region III   Building, Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga starting February 12 until February 28, 2013 at 9:00 AM. The Bidding Documents may also be downloaded free of charge at Phil-GEPS and NSO website, www.census.gov.ph.
    
7. Only those Bidders who shall pay the nonrefundable fee in the amount of PhP1,000.00 for the Bidding Documents can participate in the bidding. Schedule as follows:

8. The NSO reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
